The National Council of State Committees for Children and Youth was composed of state committees which participated in decennial White House Conferences on Children and Youth. It served as an ongoing clearinghouse for information and expertise. Files include Council minutes, memoranda, correspondence and progress reports; guidelines for state committees; copies of proposed federal child welfare legislation; and copies of testimonies before U.S. congressional committees and subcommittees.
